About this Role:

The incumbent must maintain active membership in the California State Bar.

DHCS is seeking a skilled leader with extensive experience in legal, health care delivery, and behavioral health care knowledge to fill the role of Deputy Chief Counsel (DCC), Office of Legal Services (OLS).

The DCC, OLS plans, organizes, and directs the work of OLS in support of OLS operations and overall administration of DHCS programs. The DCC, OLS provides advice to the Director and Executive staff in matters of legal policy litigation, federal policy, financial operations and legislation.

Additionally, the DCC, OLS, directly oversees legal services in the following areas: Medi-Cal policy and innovation; financial management, fiscal forecasting, and public program financing; the federal Centers for Medicare & Medicaid Services (CMS) relations; and legislative and governmental affairs.

The DCC, OLS, builds collaborative working relationships with internal and external partners and stakeholders, including but not limited to, the California Health and Human Services Agency (CalHHS), the Department of Finance (DOF), the Attorney General’s Office, the Legislature, and other state, federal, and local representatives.

The DCC, OLS, works under the general direction of the Deputy Director and Chief Counsel, OLS and is a member of the DHCS Executive Staff.

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.
