Job Description and Duties

Under the general direction of the OLPPP Chief, the Bilingual Health Program Specialist II has primary responsibility in OLPPP for the planning, implementation, and evaluation of complex multilingual outreach, education, and training materials and methods and the development of a comprehensive communication plan. Works closely with other OLPPP staff designing and implementing special intervention projects which address high-visibility lead-related hazards in vulnerable, hard-to-reach employer and worker populations; has primary responsibility for the design and conduct of the educational and evaluation components of these projects.

Provides expert advice and guidance to the OLPPP and OHB Chiefs on Departmental web policies and standards and represents OHB on Departmental website task forces. Oversees all aspects of lead-related web pages and coordinates with Cal/OSHA on cross-posting of lead-related program materials.

Follows state and federal legislation relevant to occupational health and safety outreach and education, and prepares bill analyses and budget change proposals when appropriate. Recommends language for Cal/OSHA regulations and health standards in the areas of worker training and hazard communication.

Coordinates the activities of other OHB staff in the area of multilingual communications and serves as a branch-wide expert on translation of educational materials.

The position reports directly to the Chief, Occupational Lead Poisoning Prevention Program (OLPPP).

This position is flexible (based on the need of business), it can be hybrid, telework-centered, or office-centered in compliance with CDPH’s Telework Policy and Procedures.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Working Conditions

Telework Information     

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

• Outstanding organizational skills.

• Ability to wear a respirator.

• Comfortable conducting site visits in industrial and construction environments

• Masters Degree in a scientific discipline preferred
